NOTICE OF PARISH COUNCIL MEETING
Tuesday 7th February at 7.15pm
Dear Councillor,
You are hereby summoned to attend the Full Council Meeting of Tattershall with Thorpe Parish Council which will take place at Tattershall Village Hall, Lodge Road, Tattershall at 7.15pm on Tuesday 7th March 2023 at which the under mentioned business will be transacted.
The time between 7.15pm and 7.30pm may be given over to a public session if required, but if no members of the public attend or wish to speak, the meeting will start at 7.20pm. Your attendance is also required during this period.
AGENDA
152-22/23 Welcome and Chair’s Report
153-22/23 Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
154-22/23 To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests
155-22/23 To approve as a correct record the notes of the meeting held on 7th February 2023 and to authorise the Chair to sign the official minutes.
156-22/23 Reports from County and District Councillors
157-22/23 To consider and sign LCC Highway Grass Cutting Agreement which will now continue on a rolling basis rather than annual as it has been in the past – no other changes have been made to this agreement – to be returned; including if required a copy of email of clarification from LCC highways “Principal Lawyer” clarifying questions raised at Feb meeting.
158-22/23 To consider quotes for Replacement Noticeboard Tattershall Thorpe- 2 quotes
159-22/23 To consider approval of Annual Report Printing costs for Tattershall Thorpe funding request received.
160-22/23 To consider uses of noticeboard on the village green, Village Walks map suggested.
161-22/23 To discuss the village planters - arrangements for seasonal planting for the coming year and moving forward to autumn planting. Also to agree the watering requirements with John Hanson.
162-22/23 Planning matters: Application S/176/00329/23 Detailed Particulars relating to the erection of 1no. dwelling and outbuilding (outline planning permission ref no. S/176/0831/22 outline erection of 1no. dwelling, granted 17th August 2022). Holly House, North Rd, Tattershall Thorpe, LN4 4PQ
163 – 22/23 To consider meeting dates for future meetings to hopefully accommodate the requirements of new clerk.
164 -22/23 To approve the NALC model contract for new clerk and sign and date as appropriate
165-22/23 Financial matters:
1. To receive the Annual External Auditors Report for 2021-2022
2. To consider purchase of New Union Flag 4 x 6ft Tattershall Thorpe £116.87 + VAT
3. To approve the Bank Reconciliation statement for February 2023
4. To ratify the payments for February 2023
5. To approve payment Interim Clerk following receipt of invoice.
166 -22/23 Clerks report –
1. Public meeting arranged for 21st March 8pm to discuss planning proposals as previous presentation Blacksmiths Corner/Harness Drive.
2. DMMO – footpath requests
• Kirkby on Bain/Tumby/Tattershall Thorpe/Tattershall DMMO 610: Claimed footpath from Kirkby on Bain Public Footpath 170 to Wharf Lane, Tattershall
• Tattershall DMMO 611: Claimed footpath from Sleaford Road (A153) to the bank of the River Witham
3. Sage account cancelled.
4. Vodaphone – have been contacted for account details – more information hopefully by meeting date.
