NOTICE OF PARISH COUNCIL MEETING

Tuesday 7th February at 7.15pm

Dear Councillor,

You are hereby summoned to attend the Full Council Meeting of Tattershall with Thorpe Parish Council which will take place at Tattershall Village Hall, Lodge Road, Tattershall at 7.15pm on Tuesday 7th February 2023 at which the under mentioned business will be transacted.

The time between 7.15pm and 7.30pm may be given over to a public session if required, but if no members of the public attend or wish to speak, the meeting will start at 7.20pm. Your attendance is also required during this period.


AGENDA

132-22/23   Welcome and Chair’s Report

133-22/23     Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

134-22/23    To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests

135-22/23   To approve as a correct record the notes of the meeting held on 6th December 2022 and to authorise the Chair to sign the official minutes

136-22/23   Reports from County and District Councillors 

137-22/23   Reports from outside meetings and activities (if any) including Appointment of Clerk if an applicant is successful. 

138 -22/23   To consider support for residents Kirkby Lane roadside condition/ traffic issues – letter forwarded to Councillors. 

139-22/23   To consider and sign LCC Highway Grass Cutting Agreement which will now continue on a rolling basis rather than annual as it has been in the past – no other changes have been made to this agreement.

140-22/23   To consider reducing hours for Website Management Service for 2023 from 20 hours to 10 hours this should cover the requirements of this Council.

141-22/23   To consider quotes for Noticeboard Repairs in Tattershall Thorpe- 2 quotes 

142-22/23   To consider approval of Annual Report Printing for Tattershall Thorpe

143-22/23   To approve update engraving on chain of office prior to elections 

144-22/23   Funding request – Tattershall Village Hall – funds towards a meal for parishioners in celebration of King Charles 111 coronation, to be held 8th May. Documents forwarded via email. Paper copies on request.

145-22/23    To discuss Coronation Plans / ideas for the parish

145 -22/23   To consider co-option or leave the remaining seat vacant until the elections

147-22/23   To consider alternative uses of the defunct noticeboard on the village green, quotes needed to remove the noticeboard

148-22/23   Gritter Risk Assessment to be approved

150-22/23    Planning matters: To note any approved applications received, to consider any planning applications and decide any comments that the Council wishes to make:

1.   Application S/175/00055/23 has been received and is now being considered. Your observations are requested no later than 13/02/2023.

Planning Permission - Installation of an oven duct to the maximum height of 6 metres, a boiler flue, vent extractor fan, air con and cold room units, existing plant to be removed.

149-22/23   Financial matters:

1.   To receive the Annual External Auditors Report for 2021-2022

2.   To approve the Bank Reconciliation statement for December 2022

3.   To ratify the payments for December 2022 and  January 2023

4.    Virtual Landline Costs and Mobile Phone Contract Renewal. To consider cancelling virtual Landline which is costing £12 a month extra

5.   To approve payment Interim Clerk at next scheduled meeting following receipt of invoice.

151-22/23   Clerks report – Public meeting arranged for 6th March 7pm to discuss planning proposals as previous presentation Blacksmiths Corner/Harness Drive.
