Minutes of the Annual Parish Council Meeting of Tattershall with Thorpe Parish Council held on Tuesday 3rd May 2022.

Councillors present were Mr Coulber, Mrs Harvey, Mr Leggate, Mr Edwards, Mr Langley, Mrs Knowles,  Mr Wadsworth, Mr Knowles, Mr Keeling, Mrs Dawson; D Cllrs Mr Avison and Mr Foster plus clerk Mrs K Elliott.

Public Forum: There were no items brought forward for discussion during the public forum.

The meeting commenced

Declaration of acceptance of Office forms and Disclosure of Pecuniary Interest forms were all signed before the start of the meeting.


AGM

2022/001      Election of Officers

a)   Chairman – It was proposed, seconded and RESOLVED that Mrs C Dawson be elected as Chairman.

b)   Vice Chairman – Two candidates put themselves forward and following a vote it was proposed, seconded and RESOLVED that Mr J Knowles be elected as Vice Chairman. 

c)   Responsible Finance Officer – It was proposed, seconded and RESOLVED that Mr N Edwards be elected as RFO

d)   Tree Warden – It was proposed, seconded and RESOLVED to defer this matter to the next meeting as Mrs Taylor was not present.


Meeting

2022/002      Welcome & Chairman’s Report – CD welcomed everyone to this evenings meeting.

2022/003      Apologies – The parish clerk reported that apologies for absence with valid reasons given have been received from Mrs Taylor and C Cllr Mr Ashton.

2022/004      To Receive Declarations of Interest under the Localism Act 2011 – none were received.

2022/005      To approve as a correct record the Notes of the meetings of the Council – It was proposed, seconded, voted and RESOLVED unanimously that the official minutes of the last meeting held on 5th April 2022 having been previously circulated were approved as a true record of the minutes, CD signed and dated.

2022/006      Reports from District and County Councillors, Police and any other outside agencies – SA advised that Tedder Hall is now open again.  A letter from Enforcement is to be sent to Platform Housing Association requesting action with regards to 56 Curzon Estate; a letter is also to be sent to the owner of the Old Forge in Tattershall Thorpe.  MF advised that the new purple wheelie bin for dry paper and cardboard will now be delivered in August and following on from this the grey bins will be able to take glass.  For those unable to accommodate this extra bin large paper bags will be available.  Black bins will still be emptied every fortnight and the grey and purple bins will be emptied alternately.  Our County Councillor was not available and the Police were also unable to send a representative.

2022/007      To Co-opt – the clerk confirmed that there had been no expressions of interest; however Mrs Knowles may know of an interested person.

2022/008       Clerks report on correspondence and matters outstanding:
 
a)   CPRE membership renewal – it was proposed, seconded and resolved that this is renewed at a cost of £36.

b)   Sibsey Lancaster Memorial Trust – Service of Remembrance will take place on 25th September.  The clerk was requested to find out the time of the bus for this service.

c)   New Planters, Tattershall Thorpe – These are on order and delivery is expected soon.

d)   Recent vacancy – Notices will be displayed and also put on the website.

e)   Clerk’s appraisal – A provisional date has been set for 10th May and the clerk will make arrangements with the personnel committee. 

f)   Clinton Park bin – A replacement bin has been ordered and will be installed as soon as possible.

2022/009   Verge Siding up – There is a budget of £500 for this as well as £3,000 in reserves.  The clerk was asked to clarify that at least 1m of footpath will be revealed and that all soil/debris will be removed and subject to approval with CD, NE and JK this work will be approved.  The quote is for £550.

2022/010   Parish Council Insurance – the clerk confirmed that the renewal quote has been received and is approximately £48 more than last year.  This was approved and the asset register will be updated.

2022/011   Queen’s Jubilee 

a)   Street decorations have been ordered at a cost of £130 which includes delivery.  These will be installed later in the month.  More posts are to follow on social media promoting the various events being jointly held over the whole Jubilee weekend with our neighbours in Coningsby.

2022/012      Christmas Lights – An order is to be confirmed for £49.17 with Lights4fun.

2022/013      Interpretation Board – A grant is to be applied for and plans will include use of the currently under-utilised notice board near the bike racks.

2022/014      Market Place Street Lamps – The clerk will keep chasing LCC and also ask our C Cllr for assistance with this matter.

2022/015      Churchyard – Quotes are being chased from the contractors for turning the bench and also spraying the weeds.

2022/016      Community Speed Watch Scheme – 

a)   Report – the team have not been out recently.  A WhatsApp group is to be set up to make communication between volunteers easier.

2022/017      Planning Matters –

a)   S/176/00314/22 – Holly House, North Road – refusal of planning permission.

b)   Enforcement – The Old forge, Tattershall Thorpe – no further action.

c)   S/176/00316/22 – Listed Building Consent given.

There were also details of further planning applications which have been circulated to all councillors electronically, the deadlines for these are before the June meeting.

2022/018   Financial Matters: to authorise the approval of BACS payments and to note income and expenditure for this month.

a)   Payment of Accounts – as per the circulated document and bank reconciliation, the clerk confirmed that expenditure for the month totalled £5,043.70 plus vat and there was income of £6,167.93 for this month.  The clerk advised that due to a change in tax code the HMRC payment will not be made.

b)   RFO’s report – NE confirmed that there were two minor amendments but the year-end accounts were in good order.

2022/019      Love Tattershall - MK has attended two Love Tattershall meetings and reports that this year there is to be a colouring competition for the children and Love Tattershall goods are available to purchase at Holy Trinity Church.  It was confirmed that adverts for the Love Tattershall events can be placed in our parish notice boards.

2022/020      Reports from Outside meetings – N Langley has attended the AGM for the village hall committee which covered election of officers and maintenance.  The next meeting will be in July.  Village Hall accounts are in a healthy condition, however new committee members are still needed.

2022/021      Items for next agenda were requested, and will include lighting at the Buttercross.

a)   Full Council Meeting – it was proposed, seconded, voted and RESOLVED that this will be held on Tuesday 7th June 2022, at 7.15pm and will be held in person.

b)   Annual Parish Meeting – Tattershall Thorpe: will take place tomorrow 4th May at Thorpe Camp from 7pm.

BH advised that the old website is still available on the internet.  It is also noted that Kirkby Lane has been tarred chipped but there are still a number of potholes, the clerk will notify LCC Highways and C Cllr Ashton.  Mr Leggate kindly offered to provide the spray for the Church yard work.

The Chairman thanked everyone for attending the meeting and there being no further business the meeting closed at 8.18 pm.
