Tattershall with Thorpe Parish Council

July 11th 2023

Attendees - Cllr Andy Fletcher (Chair), Cllr Serv Coulber, Cllr Marc Keeling, Cllr N. Brown, Cllr D. Fenton and Cllr C. Dawson. District Cllr Martin Foster was also in attendance.

Apologies – Cllr J. Knowles, Cllr N. Edwards and Cllr N. Langley. County Cllr T. Ashton and District Cllr Alex Hall. 

No public forum. 

041-23/24   Welcome and Chair’s report 

The chairman welcomed all present, he told the council that he and Cllr C. Dawson attended the community led housing meeting and a survey will be sent to every house in Tattershall and Tattershall Thorpe to get the publics feedback on what they want for the site. He also reported that he could not attend the Dominoes opening day. Vice Chairman N. Brown is happy to attend on behalf of the council. 

042-23/24    Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

Apologies received from Cllr N. Edwards and N. Langley. No apologies were received from Cllr Knowles, County Cllr T. Ashton and District Cllr A. Hall. It was Proposed, Seconded and unanimously Resolved to accept the apologies.

043-23/24    To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests

There were none 

044-23/24   To approve as a correct record the notes of the meeting held on 6th June 2023 and to authorise the Chair to sign the official minutes.

It was Proposed, Seconded and unanimously Resolved. The clerk was asked to write to the Woodlands Trust about the condition of the dyke running through Tattershall Thorpe.

045-23/24   To receive reports from County and District Councillors  

District Cllr M. Foster told the council that he is looking into the overflowing dog bin on East drive. The pride team are in full force and if you have any requests for this area the council should contact N. Chadwick at ELDC. The council asked him to look into the car park at the back of the co-op as it is in need of maintenance. 

046-23/24   The co-option of any potential candidates present

The councillor received one register of interest but they were not present tonight so the council were unable to co-op. 

047-23/24    Best Kept gardens – Results 

All councillors have submitted their entries except for Cllr J. Knowles. Cllr C. Dawson will judge his area after the meeting tonight and will send the results to the clerk so they can be submitted to the judge. 

048-23/24    Planning matters 

a)   Ref: S/176/00954/23 - Planning Permission - Change of use of land to provide an extension to the existing garden and erection of a detached outbuilding to use as a double garage, garden room with w.c. and first floor hobbies/games room and alterations to existing vehicular access. LOCATION: SPRINGADE, WOODHALL ROAD, TATTERSHALL THORPE, LINCOLN. This planning application has been refused. 

b)   Ref: S/176/01280/23 - Listed Building Consent - Removal of existing lean-to at existing public house and replace with a garden room. BLUE BELL INN, THORPE ROAD, TATTERSHALL THORPE, LINCOLN, LN4 4PE. The council support this application. 

c)   Ref: S/175/00053/23 - Consent to Display - 1 no. non-illuminated sign, 1 no. non-illuminated logo sign, 1no. projecting sign and 1 no. halo illuminated fascia sign.LOCATION: 11 MARKET PLACE, TATTERSHALL, LINCOLN, LN4 4LQ. This application was successful. 

049-23/24   Local policing 

The council received a reply from Lincolnshire police. The council are disappointed with the lack of local policing and the funding saved from reducing so many PCSOs is being used elsewhere but it means a withdrawal of local services. The clerk was asked to email a reply highlighting the council’s worries.

050-23/24   Royal mail – Local collection times, Cllr Brown

It was Proposed, Seconded and unanimously Resolved that the clerk write to Royal mail to find out why the collection times have changed and request a later collection. 

051-23/24   Christmas illuminations

The clerk was asked to create and circulate a letter to all businesses inviting them to join in with the Christmas illuminations scheme in 2023. Cllr C. Dawson will email a detailed list to the clerk detailing what the businesses require (brackets/lights). Cllr C. Dawson reported that the big Christmas tree lights may need replacing. Cllr D. Fenton will collect and inspect the lights tomorrow and report back to the council.  

052-23/24   Lamp post poppies

It was Proposed, Seconded and unanimously Resolved that the clerk will order 50 new poppies for the councillor to put up.

053-23/24   Community Led housing – Council involvement 

The clerk was asked to email M. Field and ask when the survey will be distributed so the council can put it on their social media sights and notice boards.
 
054-23/24   To discuss the grouping order between Tattershall and Tattershall Thorpe and decide what action the council want

It was Proposed, Seconded and unanimously Resolved that the grouping order remain the same. 

055-23/24   Financial matters:

1.   To ratify the payments for June 2023 (see schedule) with current bank balances 

It was Proposed, Seconded and unanimously Resolved that the payments be made. Cllr S. Coulber will investigate getting a donation request from Thorpe Camp.

056-23/24   Clerks report 

a)   The clerk told the council she had received a letter from County side services to renew their membership. It was Proposed, Seconded and unanimously Resolved for the council to cancel its membership.

b)   The clerk reported that the planters need weeding she was asked to contact J. Hanson and get the water refilled. 

c)   The clerk reported that the village hall committee are happy with the Wi-Fi but they are in talks with open reach to get free Wi-Fi as it is a community building. The clerk was asked to email SCIS and find out when the contract was due to end. 

d)   The new location for the notice board in Tattershall Thorpe has been approved the clerk shall complete the structure agreement. 

057-23/24   The next meeting will be on the 5th September 2023 at 7:15pm in Tattershall village hall
