Tattershall with Thorpe Parish Council
June 6th 2023
Attendees - Cllr Andy Fletcher (Chair), Cllr Serv Coulber, Cllr Marc Keeling, Cllr N. Brown, Cllr C. Dawson, Cllr N. Edwards and Cllr N. Langley.
Sarah Kulwicki - Clerk.
Apologies – Cllr J. Knowles and Cllr D. Fenton. County Cllr T. Ashton and District Cllr Martin Foster.
Cllr Andy Fletcher presented the manning trophy to a member of Coningsby and Tattershall Wombles.
Public Forum:
Members of the public raised concerns with the Breedons site and its use of signage to directs visitors to their site. The chairman informed the public that the council is aware of the issues and have wrote to Breedons and Lincolnshire county council who are monitoring the site. Once/if the council get a reply from Breedons they will inform the public via social media. A member of public raised concerns with the withdrawal of local policing. Cllr Brown asked that the council raise these concerns with Lincs Police and include it on the next agenda. Representatives from East Midlands community housing attended and asked to work with the council strategizing ideas for the site. A meeting was suggested and Cllrs will email their availability.
027-23/24 Welcome and Chair’s report
The chairman told the council that he had met with a Highways officer and they have approved the location for the reactive speed sign on Lodge Road they will send a structure agreement for the clerk to complete. There are a few events he cannot attend but the vice chairman has offered to go in his place.
028-23/24 Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Appologies received from Cllr D. Fenton and J. Knowles. It was Proposed, Seconded and unanimously Resolved to accept the appologies.
029-23/24 To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests
There were none.
030-23/24 To approve as a correct record the notes of the meeting held on 16th May 2023 and to authorise the Chair to sign the official minutes.
It was Proposed, Seconded and unanimously Resolved to sign the notes as minutes.
031-23/24 To receive reports from County and District Councillors
District and County Councillor send their apologises as they were unable to attend they are still working on outstanding matters.
032-23/24 The co-option of any potential candidates present
There were none.
033-23/24 Councillor promotions
Cllr C. Dawson Proposed that the council create a poster to enable the public to put faces to names and help make the council more relatable this was Seconded by Cllr N. Brown and Resolved. The council will send the photos to the clerk by the 20th June. Cllr M. Keeling is working on creating a video for social media about why he became a councillor he asked the councillors to send him some of their reasons for becoming councillors so it can be used in the video.
034-23/24 Best Kept gardens – Location allocations
The clerk has prepared a small pack for the council with the locations to judge on they will bring these back to the next meeting. It was Proposed that B. Harvey be asked to judge the best kept garden competition for Tattershall Seconded and Resolved. If Mrs B. Harvey is unable to judge the clerk is to ask S. Avison.
035-23/24 Planning matters
A) Ref: S/176/00395/23 Keepers Cottage Thorpe Road, Reserved matters application relating to the erection of 1no. dwelling pursuant to planning permission S/176/00616/22 no further comments remain.
036-23/24 Council committees and appointment of members
It was Proposed then Seconded and Resolved that the council disband the planning committee and public amenities.
It was Proposed, Seconded and Resolved that the finance and general purpose committee consist of councillors C Dawson, N. Edwards and M. Keeling.
It was Proposed, Seconded and Resolved that the personal committee consist of Councillors N. Langley, C. Dawson, M. Keeling and clerk is to ask D. Fenton.
037*23/24 To consider facilitating a youth group – Cllr Keeling
Cllr M. Keeling asked the council if they would consider facilitating a youth club for the younger generation councillors discussed the options as there are already 2 youth clubs running in the area there may not be as much need for one. Cllr M. Keeling was asked to investigate further to see what the current youth clubs do and what if anything Tattershall Thorpe Parish Council can provide.
037-23/24 Financial matters:
1. To ratify the payments for May 2023 (see schedule) with current bank balances
It was Proposed, Seconded and Resolved.
038-23/24 Clerks report
1. Chain of office – The clerk told the council she has received confirmation from Fattorni and will post it to them as soon as possible.
2. Land at Goshawk Way – Cllr N. Brown agreed to compose a letter to the properties team at ELDC with evidence of ownership this is to be sent by the clerk.
3. Masons Lane – Anti Social behaviour – The clerk told the council she had received an email of complaint in regards to Masons Lane she has forwarded this to district and county Cllrs who can deal with a few of the issues but the rest need reporting to Lincolnshire Police by the parishioner who made the complaint.
039-23/24 The next meeting will be on the 11th July 2023 at 7:15pm in Tattershall village hall
040-23/24 Any items for inclusion on the next agenda
A) Cllr S. Coulber asked for an update on the dyke owned by the national trust.
B) An update on the Breedons site
C) Policing in the area
D) Cllr N. Edwards apologises as he will not be able to attend the next meeting
