Minutes of the remote Parish Council Meeting of Tattershall with Thorpe Parish Council held on Tuesday 1st December 2020.
Councillors present on Zoom forum were Mr Coulber, Mr Brown, Mr Wadsworth, Mr Eldridge, Mr Knowles, Mr Langley, Mrs Dawson, Mr Edwards, C Cllr Mr Ashton, D Cllrs Mr Hall & Mr Foster plus clerk Mrs K Elliott. One member of the public was also present.

Public Forum: The clerk confirmed that the Best Kept Garden Trophies have been handed out.
The meeting started at 7.45 pm.
2020/327 Welcome & Chairman’s Report – NB thanked CD and NE for putting up the lights around the Market Place trees and thanks were also expressed to Mr & Mrs Shaw and the Harness family for installing the large tree in the market Place. It is noted that the bolts and some lights are still missing. The trees on the Co-op are also without lights. The poppies have been taken down by DE and will be moved to parish council storage. These matters are to be resolved as soon as possible.
2020/328 Apologies – The parish clerk reported that apologies for absence with valid reasons given have been received from Mr Leggate, Mrs Knowles plus D Cllr Mr Avison and it was proposed, seconded, voted and RESOLVED that apologies be noted with valid reasons for absence being accepted. No message has been sent by Mr Stanley.
2020/329 To Receive Declarations of Interest under the Localism Act 2011 – there were none.
2020/330 To approve as a correct record the Notes of the meetings of the Council – It was proposed, seconded, voted and RESOLVED unanimously that the official minutes of the last meeting held on 3rd November 2020 having been previously circulated were approved as a true record of the minutes, NB signed and dated.
2020/331 Reports from District and County Councillors, Police and any other outside agencies – Mr Foster advised that there is nothing much to report on. The District Councillors grant monies have been paid over to the parish council to enable the purchase of the speed sign for Tattershall Thorpe. There was no Police report supplied. The County Councillor has not yet joined the meeting, however the flooding in North Road has not been resolved and this is to be brought to TA’s attention. TA advised that there is little to report on this month, he is disappointed that we are leaving lockdown and going into Tier 3, however there was funding available for community groups from LCC. Hunters Lane is on the list to be repaired, North Road flooding/drainage is to be chased up and Paul’s Lane is to be re-classified as a C road.
2020/332 To Co-opt – the clerk confirmed that there had been no further expressions of interest.
2020/333 Clerks report on correspondence and matters outstanding:
a) Matters approved at the F & GP meeting
a. New bench for Sleaford Road, near The Castle
b. New Flag for Tattershall Thorpe
c. Verge siding up for Sleaford Road and Market Place
d. Painting of Thorpe village sign
These items have all been agreed and are noted that payments which are within the current budget will be made in due course.
2020/334 Grass cutting Tenders 2021-2023 – The clerk confirmed that 3 tenders have been received, the documents were opened and the submissions discussed in detail, the current and previous contractors having both submitted tenders. It is noted that the grass in the Market Place is not in good condition and that the strimming around the edges and around bins could be improved. It was proposed, seconded, voted and RESOLVED to appoint Tudor Grounds Maintenance as our preferred choice.
2020/335 To consider purchase of planter(s) – as per the circulated document, the members discussed the size and costs and the site for the planter to be located. Does it need to stand on a hard surface? DE confirmed that he was prepared to take on responsibility for planting up and looking after this asset. It was proposed, seconded, voted and RESOLVED to purchase the one meter square planter. The clerk will place this order and confirmed that there is a 3-4 week lead in time. The clerk is to find out if it needs to stand on a hard surface.
The meeting was suspended for a short time whilst the member of public asked about the condition of the road surface on Cromwell Place; this is to be investigated by TA. [TA left the meeting at 8pm]
2020/336 To resolve meeting dates for 2021 – dates for the parish council meetings in 2021 have been circulated and there are currently no plans to resume face to face meetings.
2020/337 Parish Handyman – this matter is to be deferred to the February meeting for further discussion.
2020/338 To resolve to purchase more Large Event Poppies – those present discussed how many poppies are required and DE expressed a wish to display them on all 76 lamp posts in Tattershall and Thorpe. We have budget available to cover this expenditure. It was proposed, seconded, voted and RESOLVED to purchase 140 and the clerk was requested to place this order.
2020/339 Community Speed Watch -
a) CSW report – has been suspended during lockdown.
b) Police Panel report – there have not been any meetings.
It is noted that the speed device has been on Lodge Road for the last 3 charges and information can be downloaded and will be sent to NB for accessing. It will be deployed on Sleaford Road next.
2020/340 Clinton Park Link –
a) Update- There is nothing further to report on or update.
b) Decision on future maintenance of this link – this will be added to the February agenda for discussion.
2020/341 Planning Matters –
a) FPP Given S/175/01709/20 – 12B High Street, Tattershall
b) FPP Given S/175/01718/20 – Tattershall Lakes Country Park
2020/342 Financial Matters: to authorise the signing of cheques and to note income for this month.
a) To note receipt of grants from District Councillors £1,900 for the Thorpe Speed device.
b) Payment of Accounts – as per the circulated document and bank reconciliation, the clerk confirmed that expenditure for the month totalled £6,865.76 plus vat which includes the Thorpe speed device and the tree work and there was £1,000.00 income for this month.
2020/343 Reports from Outside meetings – There have been no outside meetings.
2020/344 Items for next agenda were requested; chasing up the installation of the lights for the Buttercross in the Market Place and also it was noted that in June 2022 it will be the Queens Platinum Jubilee, the bank holiday is to be moved and a suggestion was to plan an event. This will be put on the February agenda for discussion. The Christmas lights will be taken down week commencing 4th January 2021. The clerk will contact Mr Harness and also send letters of thanks to The Harness family and Mr & Mrs Shaw. CD asked if anyone has any ideas for the Love Tattershall Advent Calendar to please contact her.
a) Full Council Meeting – it was proposed, seconded, voted and RESOLVED that this will be held on Tuesday 2nd February 2021, at 7.15pm and will be held remotely by Zoom.
The Chairman thanked everyone for attending the meeting and wished everyone a happy Christmas and there being no further business the meeting closed at 8.30 pm.
