Minutes of the Full Council Meeting on Tuesday 2nd July 2024 at 7.15pm

Attendees:

Cllr Nick Brown (Chair), Cllr Serv Coulber, Cllr Caroline Dawson, Cllr Chris Sivill, Cllr Jaqueline Gravett, Cllr James Knowles, Cllr Nigel Langley, Cllr Marc Keeling, Cllr Neville Edwards, Cllr Sarifindik and Sarah- Louise Kulwicki (Clerk). 

Absences: Cllr Daniel Fenton, County Cllr Tom Ashton, District Cllr Martin Foster and District Cllr Alex Hall.

Public Forum - No members of public present.

Cllr Coulber told that council that he had been approached by the owners of the chapel in Tattershall Thorpe asking for permission to erect railings on the top of the war memorial wall. The council discussed this and were all against the idea but it will be added to the next agenda for an official resolution. Cllr Keeling reported a dead tree in Tattershall Market place which requires removal and several on Clinton Park, the clerk was asked to get some quotes for this work. 

044-24/25   Welcome and Chair’s report 

Cllr Brown reported that he has attended the commanding officers summer reception. 

045-24/25    Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

Apologies received from Cllr D. Fenton, County Cllr T. Ashton and District Cllr M. Foster. 

It was proposed, seconded and unanimously RESOLVED to accept the apologies.

046-24/25    To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests

None.

047-24/25   To approve as a correct record the notes of the meeting held on 04th June 2024 and to authorise the Chair to sign the official minutes.

It was proposed, seconded and unanimously RESOLVED to accept the apologies.

048-24/25   To receive reports from County and District Councillors  

Cllr Knowles passed on his condolences for Sqd leader Mark Long. 

049-24/25   The co-option of any potential candidates present

None. 

050-24/25    Best Kept gardens – Cllrs to hand over completed forms, judge selected  

Cllrs handed in their completed form. Cllr Sarifindik was unable to do her area, Cllrs Sivill and Gravett will complete this area instead. 

051-24/25   Christmas 2024 - arrangements 

The clerk told the council she has been unable to get a hold of the local farmer, Cllr Sivill will send the clerk their email as another avenue to try. The clerk told the council she has been in touch with the local church and the new vicar won’t be in post until the 6th August. The clerk was asked to add this to the next agenda. 

052-24/25   Lamp post poppies 

The council will erect these on the 27th October and remove on the 17th November. 

053-24/25   Ragwort at Cemetery – treatment 

Cllr Brown reported that he had attended the cemetery and reported that the weeds had already been sprayed and there was no sign of ragwort. The clerk was asked to email the church to see if they have been treating the grass. She was also asked to contact the councils insurance to see where the council stands if an incident occurred. She was also asked to get a specialist to carry out a check on the cemetery to see if the ragwort is still present.

054-24/25   Planning matters 

None. 

055-24/25   Report back from meeting with Coningsby Town council

Cllr Brown reported that the most likely thing to happen from the meeting is a closer working relationship. This will involve inviting and sharing information between councils. Their clerk suggested working with local councils as well as each other. Cllrs asked questions about the meeting and proposals. 

Cllr Brown Proposed that Tattershall with Thorpe parish council investigate the current proposal of what the councils can do if they worked together in partnership but keeping their individual identities. Working together to fulfil their responsibilities as representative’s of the community. Seconded and RESOLVED. 

The clerk was asked to invite Coningsby town council to the next joint meeting on the 15th October, to be hosted this time by Tattershall with Thorpe parish council at Tattershall village hall at 7pm. 

056-24/25   Burial Ground

Cllr Dawson told all that the parish council should be investigating what land is available locally which can be used as a burial ground. She told all that the council needs to actively look to find a solution to this as there will always be a need for a burial ground. Cllr Brown reported that there is the land at Clinton Park which could be used but would need the overage clause removing from it. The clerk was asked to speak with the District council about what would be needed. Cllr Knowles offered to lead the investigation as this is something he is very interested in. 

Proposed, Seconded and RESOLVED for the clerk to investigate.

058-24/25   Clerks report – including correspondence and matters outstanding

The clerk told the council that she has received a complaint about the lack of maintenance of a block paved path from Willow Court to Harness Drive. Cllr Brown looked on land registry and it is owned by West End construction which has dissolved so the land falls to the crown.  He told the clerk that the surface is now LCC to maintain and the sub surface is the owned by the crown. The clerk will use this information to update highways and the member of public.    

059-24/25   The next meeting will be on the 3rd September 2024 at 7:15pm in Tattershall village hall
