Minutes of the Full Council Meeting on Tuesday 2nd December 2025 at 7.15pm
Attendees:

Absences: Cllr Andrew Daykin Cllr Ebru Sarifindik and District Cllr(s) Alex Hall and Martin Foster.
Public Forum:
A member of public present told the council that she is interested to discover the plans for the amenity land on Clinton Park she is also very interested in joining the parish council.
Cllr Brown arrived at 7:17pm.
Cllr Dawson thanked Cllr Gravett and Sivill for all their hard working putting together the Christmas event.
Cllr Langley arrived at 7:20pm.

118-25/26 Welcome and Chair’s report:
Firstly, I would like to extend my sincere thanks to the members of the Parish Council and members of the public who helped with the removal of the poppies, as well as those who assisted in decorating the Marketplace native trees and business trees. Your time and effort are greatly appreciated.
On Saturday 29th November, we held the village’s first Christmas Market. Cllr. Gravett took the lead in organising the event after the Castle stepped back due to staff restructuring, and she did an outstanding job. Despite persistent rain throughout the day, the turnout was incredible, and it was wonderful to see so many parishioners, families, and visitors in our village supporting the event.
Having multiple venues open simultaneously proved highly effective, with both the Church and the Village Hall filled with stalls and visitors throughout the day. We would also like to thank East Lindsey District Council, who kindly offered free parking for the day, helping to encourage attendance and making it easier for people to visit the village. We also extend our thanks to the Castle for their support and for opening free of charge for the event — something that was very well received by the public. Feedback from visitors has been overwhelmingly positive.
A particular highlight of the day was the horse and carriage, funded by the Parish Council, which added a truly magical touch and helped enhance the visitor experience throughout the event. I am pleased to report that the charities present also benefited financially, supporting their valuable causes.
I would also like to acknowledge the Christmas Tree Lighting Ceremony, which was very well attended again this year. Peter Green, dressed as Father Christmas, handed out sweet bags to the children before officially switching on the lights. Reverend Sally Clifton kindly carried out a blessing of the tree, adding a lovely and meaningful moment to the evening.
We were joined by the Aurora Dance Academy, who sang beautifully — having also performed earlier at the market in the Church. Their contribution was greatly appreciated. Cllr. Nick Ranshaw kindly provided refreshments for parishioners and visitors, and we thank him sincerely for his generosity.

121-25/26 To approve as a correct record the notes of the meeting held on 4th November and to authorise the Chair to sign the official minutes.

122-25/26 To approve as a correct record the notes of the HR and Finance committee meeting held on the 18th November 2025 and to authorise the Chair to sign the official minutes.

126-25/26 To adopt the terms of reference for an events committee and appoint council members
Proposed, Seconded and RESOLVED to NOT adopt the terms of reference as the group if formed would be confined by town and parish council law.
127-25/26 Financial matters:
1. To ratify the payments for November 2025 (see schedule) with current bank balances

2. To approve the councils financial regulations – no changes made agreed via HR and finance committee

3. To approve councils asset register
Proposed, Seconded and RESOLVED to approve the councils asset register.
4. To consider Budget Proposals for the 2026/2027 Financial Year
Proposed, Seconded and RESOLVED to approve the budget proposals.
5. To approve the Budget and Precept for 2026/2027
Proposed, Seconded and RESOLVED to approve the budget and apply for a precept of £38,977.07.
128-25/26 Clerks report – including correspondence and matters outstanding
a) LCC permit fee consultation – Council comments (10.12.2025 closing date)
Proposed, Seconded and RESOLVED to fully support this consultation as it is long overdue.
b) Parking sign – for Market place (village green) – Cllr Matthews agreed to look into getting these reinstated. Cllr Knowles will also ask for the nuisance parking team to attend more.
c) Resident feedback so far – See spreadsheet. Council to leave running till after Christmas to allow more people to come forwards.
Proposed, Seconded and RESOLVED to suspend councils standing orders and allow a member of public to talk.
MOP has lived on Clinton Park for 23years and would have liked to have seen more people here at the meeting to give their own ideas. She circulated copes of her granddaughter’s drawings for the area. She would like for the area to be protected and to support the community.
Cllrs made comments and discussions on the land but it was decided that more feedback is needed before anything can go forwards based on suggestions received so far.

129-25/26 Christmas decorating contest results – Cllr Sivill
Proposed, Seconded and RESOLVED to ask a local person to judge the area and decide who the winners should be. Cllr Sivill will speak with them and find out if they are willing to do this.
130-25/26 The next meeting will be the 3rd February 2026 at 7:15pm in Tattershall village hall.
