Minutes of the Full Council Meeting on Tuesday 2nd September 2025 at 7.15pm
 
Attendees:  
Cllr Chris Sivill, (Chair), Cllr Marc Deller-Smith, Cllr Serv Coulber, Cllr Caroline Dawson, Cllr Jaqueline Gravett, Cllr Neville Edwards, Cllr Nigel Langley, Cllr James Knowles, Cllr Nick Brown, Cllr Andrew Daykin, Cllr Nic Ranshaw and Sarah- Louise Kulwicki (Clerk). County Councillor Sean Matthews arrived after the meeting had finished as he was delayed with another council meeting. 
 
Absences: Cllr Ebru Sarifindik and District Cllr(s)  Martin Foster and Alex Hall.

Public forum:
Cllr Dawson asked if the state of the car park to the rear of the coop has been reported to ELDC. The clerk confirmed that it has. 
 
Cllr Coulber reported some overgrown hedges opposite Thorpe Camp which has been reported by MOP via email and clerk referred them to fix my street after reporting it as well. Cllr Coulber also mentioned that a MOP complained to him about the grass cutting under the Maple trees not being done, he did inspect this and it does not need cutting yet. He also told the council that the Road name plate which states North Road has been hit by a car and needs replacement. 
 
087-25/26 Welcome and Chair’s report 
 
The chairman welcomed all present and thanked them for coming. 
 
He told the council he was saddened to hear of the passing of Stan Avison, who gave so much to our parish over many years. Stan was a very active member of the community; to mention just a few of his contributions, he served as Chairman of Tattershall with Thorpe Parish Council in the early 1980s, was a District Councillor, and dedicated much of his time to the Bede House Committee, the Village Hall Committee, and the Friendly Committee. His funeral last week was very well attended, a testament to the high regard in which he was held.
 
He also reported that he and Cllr Gravett attended the Sibsey Lancaster memorial in Sibsey Northlands last week. He also told the council the a MOP and volunteers continue to work hard on poppy display for the butter cross which is coming together very well and will be a fitting tribute for Remembrance.

090-25/26 To approve as a correct record the notes of the meeting held on 02nd September 2025 and to authorise the Chair to sign the official minutes.

091-25/26 To receive reports from County and District Councillors
 
None.
 
092-25/26 The co-option of any potential candidates present 
 
Proposed, Seconded and RESOLVED to co-opt Nic Ranshaw, he signed the declaration of acceptance of office. 
 
Cllr Knowles arrived at 7:33pm
 
093-25/26 Christmas 2025 - arrangements 
 
The Christmas trees due 21st November (including one for the church, courtesy of Cllr Sean Matthews). Cllr Sivill told all that he has met with a member of Tattershall Castle and they have staffing concerns but National Trust has confirmed free use of castle on 29th November 2025. There is a possibility of castle activities/room decoration depending on volunteers and weather.
 
They have also made available the bowling green for stalls, with risk assessment and insurance provided by the National Trust. Holy Trinity Church to benefit from stall takings and the church café takings. (They need roof repairs and the clock needs repairs so it’s much needed by the church). The Parish Council Christmas tree lighting will be at 3:30pm followed by carols and refreshments in the church. 
 
There is also a Christmas events at Village Hall on 28th November to be arranged by Village Hall Committee. Cllr Sivill will order 4ft trees for businesses to decorate with their business as the theme and these will be judged at the village hall event. 
 
Cllr Gravett discussed the idea of having a horse and cart present for the Christmas market to take people back and forwards to the local car parks. Cllr Brown offered to donate £100 towards the hire. 
 
094-25/26 Clinton Park – Suggestions for use, letter circulation 
 
Proposed, Seconded and RESOLVED to purchase 2000 standard A5 flyers. These will be delivered by Cllr Gravett alongside the Quantum leaflets throughout Tattershall. Cllr Coulber will deliver to Tattershall Thorpe with the Wapentake. 
 
095-25/26 Highways
 
1. Harness Drive path- Cllr Brown – This is Crown land as the company who owned the land dissolved so it is now the property of the crown so it is unknown who should maintain it. 
 
2. Barnes Wallis crossing – public consultation active and on the councils facebook page. The clerk was asked to comment on the post and remind people to email their comments to LCC as the comments on the post does not get seen by LCC.
 
096-25/26 Remembrance display and wreath laying ceremonies 
 
Three wreaths required (Tattershall war memorial, Thorpe war memorial and the memorial in Coningsby Cemetery). The clerk told all that all the services will take place at 11am on the 9th November. Cllr Sivill told the council that a spotlight to be installed at Buttercross, powered via Christmas tree socket now that the council has approval from the highways officer. Installation date for poppies at Buttercross will be weather dependant. All the materials prepared: sand, sandbags, hessian-wrapped tube for display base and tommy figure. A MOP will place additional poppies on bollards to add to the commemorative decorations. 
 
097-25/26 Planning matters 
 
a) Ref: 02956/25/FUL - 75 High Street Tattershall LincolnshireLN4 4NN, Planning Permission - Construction of vehicular access with the provision of 2no. parking spaces. No objections.
b) Ref: PL/0042/25- Kirkby On Bain Landfill Site, Tattershall Road, KOB. Extension to the existing inert waste processing facility to incorporate the former household waste recycling centre and the adjacent infilled lagoon area (part retrospective) Approved.
098-25/26 Financial matters:
 
1. To ratify the payments for September 2025 (see schedule) with current bank balances

Proposed, Seconded and RESOLVED to use the email address which ends with @tattershallwiththorpepc.gov.uk. 
 
2. Lectern for market place – Final draft plans have been received and the installation location and dates are to be scheduled. 
 
100-25/26 The next meeting will be on the 4th November 2025 at 7:15pm in Tattershall village hall. There will also be a staffing committee meeting on the 14th October at 7:15pm.
