Minutes of the Full Council Meeting on Tuesday 01st April at 7.45pm
Attendees:
Cllr Nick Brown (Chair), Cllr Chris Sivill, Cllr Serv Coulber, Cllr Caroline Dawson, Cllr Jaqueline Gravett, Cllr Neville Edwards, Cllr Marc Keeling, Cllr James Knowles, Cllr Nigel Langley, District Councillor Martin Foster and Sarah- Louise Kulwicki (Clerk).
Absences: Cllr Ebru Sarifindik, County Councillor Tom Ahston and District Cllr Alex Hall.
Public forum – None.
The meeting opened at 7:35pm
001-25/26 Welcome and Chair’s report
The chairman thanked all the Cllrs who attended the Coningsby and Tattershall wombles thank you event and particularly Cllr Gravett for the cake. The chairman also informed the council that he attended the Coningsby Town council’s clerks last meeting with their current clerk Kathy Roberts to thank for her service and support.
002-25/26 Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies received from Cllr Sarifindik and County Cllr Tom Ashton.
It was proposed, seconded and unanimously RESOLVED to accept the apologies.
003-25/26 To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests
None.
004-25/26 To approve as a correct record the notes of the meeting held on 04th March 2025 and to authorise the Chair to sign the official minutes.
It was proposed, seconded and unanimously RESOLVED to accept the notes as minutes and be signed by the chairman.
005-25/26 To receive reports from County and District Councillors
Cllr Foster reported that postal votes have gone out this week with relevant paperwork. He also reported that locally he proposed that ELDC maintain all toilets in the district but this will cost a considerable amount of money but he will continue to fight to keep them.
006-25/26 The co-option of any potential candidates present
None.
007-25/26 Amenity areas
1) Litter bin/ Grit bin – Clinton park – now in place
2) Lectern for Market place – No updates.
008-25/26 Highways
1) To request a bin for Curzon Estate - Cllr Foster will ask if one can be put back.
2) Lodge road – Highways issues – The clerk reported this on fix my street and it will be added to the schedule if the capacity becomes available at a future date.
009-25/26 Sign cleaning
The clerk reported that this has now been completed and Cllrs have been sent before and after photos.
010-25/26 To discuss the possibility of a Christmas market in Tattershall
The council discussed how this could work and will arrange a meeting with Tattershall castle which village hall representatives will attend and Nick Brown on behalf of the parish council. Further discussions needed after meeting with the castle.
011-25/26 Planning matters
None.
012-25/26 Financial matters:
1) To ratify the payments for March 2025 (see sch) with current bank balances
It was proposed, seconded and unanimously RESOLVED to approve the payments.
013-25/26 Clerks report including correspondence and matters outstanding
1) Cemetery site – The clerk circulated the letter from Coningsby Town Council.
It was proposed, seconded and unanimously RESOLVED to carry out the ground survey needed for Clinton Park.
2) Feedback from Wombles event – The chairman reported that the event was very well attended and nice to see both new and old Wombles.
3) Meeting with Tattershall castle – to decide on a representative see item 10.
4) Request to display poppy donation posters
It was proposed, seconded and unanimously RESOLVED to display the posters.
014-25/26 The next meeting will be on the 22nd April 2025 at 7:00pm in Tattershall Thorpe at Thorpe camp which will be the annual parish meeting for Tattershall Thorpe. The annual parish council meeting will be on the 6th May in Tattershall village hall at 7:15pm.
