Minutes of the Annual Council Meeting on Tuesday 8th May 2025 at 7.15pm
Attendees:
Cllr Nick Brown (Acting Chair), Cllr Serv Coulber, Cllr Caroline Dawson, Cllr Chris Sivill, Cllr Jaqueline Gravett, Cllr Marc Keeling, Cllr Neville Edwards and Sarah- Louise Kulwicki (Clerk).
Absences: Cllr Ebru Sarifindik, Cllr Nigel Langley, County Councillor Tom Ashton, District Councillor(s) Martin Foster and Alex Hall.
Public Forum:
Cllr N. Brown thanked the councillors for their support over the last year in his role as chairman. He also thanked Tom Ashton and Martin Foster for their support.
Presentation of the manning trophy – To be presented at the next council meeting.
016-25/26 Election of Chairman
Cllr N. Brown Proposed Cllr C. Sivill, Seconded by Cllr C. Dawson and Resolved.
There were no other nominations.
017-25/26 Election of Vice- Chairman
Cllr J. Knowles Proposed Cllr M. Keeling, Seconded by Cllr C. Sivill and Resolved.
There were no other nominations.
018-25/26 Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies received from Cllr E. Sarafindik.
019-25/26 To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests

020-25/26 To approve as a correct record the notes of the meeting held on 1st April 2025 and to authorise the Chair to sign the official minutes.

021-25/26 To receive reports from County and District Councillors
Cllr Knowles reported that the scrutiny committee are currently discussing what support will be given to Town and Parish councils.
022-25/26 To receive an update from Tattershall Thorpe APM
a) Defibrillator – request for parish council to take responsibility – Thorpe community group reported that the defibrillator is in need of new pads and a battery and want to ask the council to fund this or take on the maintenance of the defibrillator. It was Proposed, Seconded and Resolved for the council to take on the responsibility on this defibrillator.
Cllrs Edward and Brown were against this proposal.
b) Bus shelter –North Road – Cllr Sivill has inspected the shelter and it is in need of repair the clerk was asked to have the shelter inspected.
023-25/26 The co-option of any potential candidates present

024-25/26 To review and approve
a) Standing orders – see SO 18

b) Financial regulations - see addition of item 5
It was Proposed, Seconded and unanimously Resolved.
c) Code of conduct
It was Proposed, Seconded and unanimously Resolved.
025-25/26 To appoint an internal auditor
It was Proposed, Seconded and unanimously Resolved to appoint Kathy Roberts as the councils internal auditor but if she is unavailable the clerk is to ask Karen Elliot then LALC.
026-25/26 Council to discuss moving to gov.uk email accounts due to change in audit regulations
The clerk was asked to get 3 different prices.
027-25/26 Planning matters – none at the time of making the agenda
None.
028-25/26 Financial matters:
1. To ratify the payments for May 2025 (see schedule)

029-25/26 To receive feedback from meeting with Tattershall castle
Cllr N. Brown, Cllr J. Gravett and C. Sivill attended a meeting with the castle for a Christmas Market in Tattershall then Tattershall Castle are happy to host this event on Saturday 29th November from 10am till 2pm and then the Parish Council can have their tree lighting ceremony after this event. It was discussed for the Parish Council to ask ELDC to use their Carpark.
030-25/26 Clerks report – including correspondence and matters outstanding
The clerk reported that the designs for the Lectorn will be sent by the end of the week. She was asked to send more information but has postponed this.
031-25/26 The next meeting normal council meeting will be on the 4th June 2024 at 7:15pm in Tattershall village hall
