Minutes of the Full Council Meeting on Tuesday 3rd March 2026 at 7.15pm
Attendees: Cllr Chris Sivill, (Chair), Cllr Marc Deller-Smith, Cllr Serv Coulber, Cllr Caroline Dawson, Cllr Jacqueline Gravett, Cllr Neville Edwards, Cllr Nigel Langley, Cllr Andrew Daykin, District Cllr James Knowles and Sarah- Louise Kulwicki (Clerk).
Absences: Cllr Nick Brown, Cllr Nick Ranshaw, County Cllr Sean Matthews, District Cllr(s) Martin Foster and Alex Hall.
Public Forum – 2 member of public:
One member of public raised concerns with the current height of Lombardi poplars on the council owned Clinton Park recreation area. He asked the council when there last survey was carried out and if it hasn’t can they please consider doing this asap. The clerk was asked to contact local tree surgeons to investigate this further.
One member of public brought up concerns with the planning application which has been approved at the Old Forge in Tattershall Thorpe and the possibility of a small community grass area, with seating in place outside of this property. They are worried that it will be used for parking when the holidays lets have been built. The clerk told the council other members of public have brought this same concern to her as well. The clerk was asked to establish ownership of the land and then look into if the council can adopt this.
Cllr Langley and Dawson arrived at 7:24pm.
Cllr Knowles arrived at 7:26pm.

145-25/26 Welcome and Chair’s report
The chairman welcomed all present and thanked them for coming. He expressed his condolences to the council as the churchwarden has recently passed.
146-25/26 Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies received from Cllr Nick Brown, Cllr Nick Ranshaw, County Cllr Sean Matthews and District Cllr Martin Foster.
147-25/26 To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests
None.
148-25/26 To approve as a correct record the notes of the meeting held on 3rd February 2026 and to authorise the Chair to sign the official minutes.
Proposed, Seconded and RESOLVED to approve the notes of the meeting and for the chairman to sign.
149-25/26 To receive reports from County and District Councillors
Cllr Knowles told all that an office from ELDC will be coming out to Tattershall to complete a conservation list of the area as it is due.
150-25/26 The co-option of any potential candidates present
None.
151-25/26 Community resilience plan
The clerk reminded the council of the community resilience event on the 21st April at 5:30-7:30pm. One the council/councillors have attended this they will be better informed to draft a resilience plan.
152-25/26 Planning matters
None.
153-25/26 Financial matters:
1. To ratify the payments for February 2026 (see schedule) with current bank balances
Proposed, Seconded and RESOLVED to approve the payments for February.
2. To appoint a new internal auditor – Clarks financial services
Proposed, Seconded and RESOLVED to approve Clark financial services at the auditor.
154-25/26 To agree the grass cutting agreement with LCC and additional areas added
Proposed, Seconded and RESOLVED to approve the grass cutting agreement, no other areas have been added.
155-25/26 Clerks report – including correspondence and matters outstanding
a) Parking sign – for Market place (village green) now installed.
b) Badger sets – Churchyard. An ecologist has investigated the area and it is likely to be rabbits. The clerk met with a contractor to fill holes on the old side of the churchyard which will be done. The church is responsible for the open section of graveyard which they will have to repair.
c) Local resident concern for green area outside the Forge Tattershall Thorpe. (see public forum)
156-25/26 The next meeting will be the 7th April 2026 which will be the annual parish meeting at 7:15pm in Tattershall village hall, followed by the normal council meeting at 7:45pm.
157-25/26 Any items for inclusion on the next agenda
a) The clerk was asked to get an update from the County Cllr in regards to the missing bollards in the Market place.
