Minutes of the Full Council Meeting on Tuesday 3rd February 2026 at 7.15pm
 
Attendees:  
Cllr Chris Sivill, (Chair), Cllr Marc Deller-Smith, Cllr Serv Coulber, Cllr Caroline Dawson, Cllr Jacqueline Gravett, Cllr Neville Edwards, Cllr Nigel Langley, Cllr Andrew Daykin, Cllr Nic Ranshaw, County Cllr S. Matthews, District Cllr Martin Foster and Sarah- Louise Kulwicki (Clerk). 
 
Absences: Cllr Nick Brown and District Cllr(s) Alex Hall and James Knowles. 
 
Public Forum:
Cllr N. Edwards commented on the poor pothole filling which has taken place in the Market place as it persistently comes out again. Cllr S. Matthews will try and see if he can get the pothole pro to come from highways and do a better fix but the weather at the moment does mean it will keep happening until something more permanent can be done. County Cllr S. Matthews told the council that LCC have one of the best Labs in the UK investigating road surfacing. 
 
Cllr Langley arrived at 7:24pm.

132-25/26 Welcome and Chair’s report 
 
The chairman welcomed all present and thanked them for coming. 
 
133-25/26 Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
 
Apologies received from Cllr Nick Brown.
 
Proposed, Seconded and RESOLVED to accept the apologies. 
 
134-25/26 To receive any declarations of Interest under the Localism Act 2011 and to consider any requests for dispensations for items on the agenda not previously recorded on member’s register of interests
 
None. 
 
135-25/26 To approve as a correct record the notes of the meeting held on 2nd December and to authorise the Chair to sign the official minutes. 
 
Proposed, Seconded and RESOLVED to approve the notes of the meeting and for the chairman to sign.
 
136-25/26 To receive reports from County and District Councillors  
 
County Cllr S. Matthews told the council that the council tax for LCC section will go up by 2.9% as they have been able to use reserves and cost saving measures, there will also be no withdrawal in services. Local government reorganisation will go ahead with the consultation opening on Friday with 4 choices to choose from, this will be decided by summer recess. 
 
District Cllr M. Foster told the council that there budget has not been decided yet and it will be discussed at the next executive board meeting. Food waste roll out has started in areas of the District and will come to ELDC by October/September time. He also told the council about the new costal drifting sand clearance machine which has been purchased. 
 
District Cllr J. Knowles told the council that domestic abuse victims are being added to the priority housing list and the homelessness and rough sleeping grant will be available again. 
 
137-25/26 The co-option of any potential candidates present
 
None. 
 
138-25/26 Community resilience plan
 
Cllr C. Sivill told the council about community resilience plans and what kinds of emergencies they cover. He told the council it would be good to get local businesses, farmers and people involved in supporting the plan and actions needed in the event of an emergency. 
 
The village hall will be used as the evacuation centre and volunteers are needed for inclusion on the plan. There is an emergency resilience meeting on the 21.04.2026 from 5:30pm until 7:30pm in the village hall which will give a much better insight into what is needed and involved. All are welcome to attend this.

140-25/26 Financial matters:
 
1. To ratify the payments for December 2025 (see schedule) with current bank balances

2. To ratify the payments for January 2026 (see schedule) with current bank balances 
 
Proposed, Seconded and RESOLVED to approve the payments for January. 
 
 
 
141-25/26 Clerks report – including correspondence and matters outstanding
 
a) Parking sign – for Market place (village green) is being made and will be installed once its ready.
b) The clerk told the council that a new auditor is needed due to the clerks relationship with the previous auditor. 
 
142-25/26 Christmas decorating contest results – Cllr Sivill 
 
First prize was awarded to – 23. west drive, Tattershall.
Second prize – 23. Curzon Estate, Tattershall.
Third prize - Ashfields, Chapel Lane. Tattershall Thorpe.
 
Cllr Sivill told all that they were all presented a certificate and box of sweets and a small trophy for the first prize winner along with a small potted Christmas tree. The clerk was asked to send a letter of thanks to the judge. 
 
143-25/26 The next meeting will be the 3rd March 2026 at 7:15pm in Tattershall village hall.
