April 2023 DRAFT Minutes Annual Parish Meeting
Minutes of the Annual Assembly of Electors for Tattershall with Thorpe parish council held on Tuesday 4th April 2023, held in Tattershall Village Hall.
Present: Chairing the meeting J. Knowles, Councillors: Mr M Keeling, Mr S Coulber, Mr N Edwards, Mr A Fletcher, Mr D Fenton, Mr I Wadsworth, Mr N Langley. County Councillor Tom Ashton and District Councillors Mr S Avison, M. Foster. Clerk Sarah Kulwicki. 2 members of public were present.
The meeting commenced at 7:15 pm.
Public forum:
A member of the public from Tattershall Thorpe has some serious concerns regarding lorries running over the island on North road. The member of public presented the council with photos which asked the lorry drivers not to turn left out of the quarry. Councillor Foster agreed to speak with planning to see if there are any restrictions in place.
1. Manning Trophy – nominations to be considered, Cllr Mrs. C Dawson asked that the Coningsby and Tattershall wombles be considered for the manning trophy, there were no other nominations. It was Proposed, Seconded and Resolved that Coningbsy and Tattershall wombles be given the trophy.
2. To approve as a correct record the notes of the meeting held on 3rd May 2022 and to authorise the Chair to sign the official minutes. It was Proposed, Seconded and Resolved.
3. Matters arising – There were none.
4. Best kept garden – areas to be considered after elections at the next council meeting.
5. Chairman Mrs. Caroline Dawson’s report:
Reflecting on my year as the Chair of Tattershall with Thorpe Parish Council I looked back to my chairs report from 2022 for inspiration, and I am pleased to report that the final project relating to the Tesco section 106 monies which was to add lighting to the War Memorial is now complete. This item has featured on the chairs report for quite a few years so I’m sure all parish councillors are pleased this project has now come to a close.
Back in the summer of 2021 the parish council was awarded a sum specifically to be spent in Tattershall parish via ELDC from The Welcome Back Fund. This has been used within our parish to replace our old wooden benches with low maintenance benches and provide planters as a welcome to the parish. The parish council are now in the process of arranging a long term plan for the care and maintenance of these planters so they will be looking at their best to be enjoyed by parishioners and visitor alike.
With the help of our local scout group, we have planted trees on the parish council owned land at Clinton Park as part of the Queens Green Canopy project. There is also a new oak tree in the Market Place which has been planted to honour the Queens Platinum Jubilee this will hopefully be there for generations to come. Unfortunately the intense heat of the summer of 2022 gave these trees a rough start and despite the parish councils efforts to water them we await to see how they have fared.
The parish council continues to fund a router in Tattershall village hall so that all users can benefit from having wi-fi available for the duration of their use of the hall.
Last years Queens Jubilee celebrations with the parish were a huge success and we look forward to supporting the events planned for Tattershall & Tattershall Thorpe to mark the coronation of King Charles III in a few weeks’ time.
The Coningsby & Tattershall Wombles continue to grow in numbers and have kept the momentum going with keeping our parish litter free. We now even have a canoeing womble who is very skilled at removing litter from the River Bain! My thanks go to all of our hardworking wombles who give their time whenever they are able to.
Our Community Speed Watch team continues to be active and ensures any areas of concern are flagged up. The parish council is currently considering the purchase of fixed speed devices for Tattershall to raise awareness of vehicle speed.
Since I wrote last years report the parish council has experienced some turbulence with a change of clerk. Thankfully in our recent appointment of Sarah Kulwicki we now have an experienced and competent clerk at the helm.
As my term as chair of Tattershall with Thorpe Parish Council draws to a close I would like to take this opportunity to thank all of our parish councillors for their support, time and efforts over the last two years.
Finally, on behalf of all the Parish Councillors I would like to express our thanks to County & District Councillors who attend our regular meetings and ensure we are kept in the loop on developments at higher levels of local government and public service.
